5.1. Initiation and Preliminary Assessment (FEL-1)
- Project Identification:

- Document the initial project concept and alignment with organizational strategy.
- Initial Feasibility and Scope Definition:
- Conduct a preliminary feasibility study covering technical, financial, and operational aspects.
- Define the project scope, objectives, high-level requirements, and success criteria.
- Risk Identification and Preliminary Assessment:
- Identify major project risks and uncertainties.
- Develop a preliminary risk register, noting potential impacts and likelihood.
- Initial Stakeholder Engagement:

- Documentation and Approval:
